Purpose:
This instruction describes policy for managing the Air Force Prime Readiness In Base Services (RIBS)
Program. It implements DoD Directive 1100.18, Wartime Manpower Mobilization Planning, 31 January
1986; and DoD Instruction 1100.19, Wartime Manpower Mobilization Planning Policies and Procedures,
28 June 1979; and AFPD 34-1, Services Combat Support Programs. This publication applies to all Ser-vices
(SV) organizations, including the Air National Guard (ANG) and the United States Air Force
Reserve Command (AFRC).
Summary of Changes:
This revision incorporates IC 2001-1 and explains the new terminology of Team Training and includes a
table for Home Station Training (HST) and Services Combat Training (SCT) and a timeline for SCT train-ing
windows. Interim Change (IC) 2001-1 replaces paragraphs 3.3. to 3.3.4., Table 1. and adds Figure 1.
