After attending Marion Normal School and Washington and Lee University, he and his brother published the magazine INTER-STATE for two years. He later worked in a manufacturing plant. Shively read law with Judge Hiram Brownlee and Senator John T. Strange and in 1910 was admitted to the Indiana bar.
