Biographical Note

Lee Herbert Hamilton served the 9th Congressional District of Indiana in the U.S. House of Representatives from 1965-1998. He was born in Daytona Beach, Florida on April 20, 1931. His family relocated to Tennessee and then to Indiana, and he attended the public schools in Evansville, where he graduated from Central High School in 1948, winning the coveted Arthur L. Trester award for his excellence in basketball. He attended DePauw University in Greencastle, Indiana, where he studied history and continued the outstanding basketball career that was to earn him a spot in the Indiana Basketball Hall of Fame in 1982. He was also involved in student government and served on the school's Council on Religious Life and in the Methodist Student Movement. It was at DePauw that he met his lifelong partner, Nancy Ann Nelson, whom he married in 1954.

Hamilton graduated from DePauw University with honors in 1952 and was awarded the Walker Cup, an award given to the most outstanding member of the senior class. After a year of study at the Goethe University in Frankfurt-am-Main, Germany, in 1952-53, he entered the Indiana University Law School, graduating in 1956. He went into private practice, first in Chicago and then in Columbus, Indiana, where the three Hamilton children, Tracy Lynn, Deborah Lee, and Douglas Nelson were born.

Hamilton served as chairman of the Bartholomew County Citizens for Kennedy in 1960, and treasurer of the Bartholomew County Young Democrats in 1960-63, then as its president from 1963 to 1964. He managed Birch Bayh's Senate campaign in Bartholomew County in 1962, then was persuaded to run for Congress in 1964 and won.

During his first year, Hamilton was chosen as president of the 89th Congress Democratic "freshmen," and a year later was named Outstanding Freshman Congressman by the Capitol Hill Young Democratic Club for displaying "the characteristics of an effective Congressman: familiarity with the legislation that comes to the House floor; ardent committee work, and responsiveness to his constituents" (from press release of Jan. 18, 1966), characteristics that remained throughout his career. He was sent back to the House for 16 additional terms from a district that ostensibly belonged to the Republican Party, in part because of his moderate and independent voting record, but above all for his unflagging service to his constituents and the sincerity and integrity that they attributed to him.

In March 1966, the Democratic Study Group of the House of Representatives sent out a research memo encouraging congressmen to find out how much federal government money was coming back into their districts. Hamilton and his staff undertook this effort in earnest, writing to all federal departments and agencies that might be supporting projects in the 9th district. With this information, Hamilton began a career-long effort to secure federal funds for district needs, beginning in his first year with the authorization of 12 new post offices. Over his 34 years in Congress, his efforts made possible reservoirs, schools, sewers, redesigned military bases and a host of other economic and community development efforts. At a retirement celebration, a large map of the 9th district was hardly visible for the multitude of pins placed in it to show all the district projects for which he had helped secure funding.

Hamilton's constituent relations fed directly into his legislative work. Bills that he initiated in the areas of government operations, economic development, crime, drug abuse, and environmental protection were frequently the outgrowth of expressed constituent concerns. Even as he became influential in foreign affairs and national economic policy, he maintained a record of legislation intended to be good for Hoosiers as well as the nation. As his vision in national and international affairs grew, he became a supporter of legislation promoting democracy and market reform in the former Soviet Union and Eastern Europe and peace and stability in the Middle East, expanding U.S. markets and trade overseas, and overhauling U.S. export and foreign aid policies. Throughout his career he was supportive of legislation that would improve the efficiency and ensure the integrity of Congress through ethics, administrative, and organizational reforms. He was consistently against war and adamantly in favor of exhausting all other options before resorting to violence.

Hamilton's committee service was extensive. He served on the Post Office and Civil Service Committee from 1967-72 and on the Joint Economic Committee from 1975-98, serving as vice-chair in 1983-1988 and 1991-92 and as chair in 1989-90. He served on the Committee on Foreign Affairs for the entire 34 years of his congressional career, assuming the role of chair in 1993-94. As chair of that committee's Subcommittee on Europe and the Middle East from 1977 to 1994, he undertook ambitious schedules of hearings intended both to gather information and to strengthen the ability of the House to play a greater role in the oversight and conduct of foreign policy. His concern with the role and functioning of Congress was expressed as well through his service on the Committee on Standards of Official Conduct (1977-80), the Select Committee on Ethics (1977-78), and the Commission on Administrative Review (1977-78), and through his co-chairmanship of the Joint Committee on the Reorganization of Congress (1992-93), which was established largely through his tenacity in pushing the authorizing legislation forward. Other committee service included the Permanent Select Committee on Intelligence (1981-86), of which he was chair in 1985-86; the Committee on Science, Space, and Technology (1987-88); the Select Committee to Investigate Covert Arms Transactions with Iran (Iran-Contra) in 1987, which catapulted him onto the national stage during the public hearings; and the Task Force to Investigate Certain Allegations Concerning Holding of Americans as Hostages in Iran in 1980 ("October Surprise" Task Force), which he chaired in 1991-92.

Upon leaving Congress in 1998, Hamilton became director of the Woodrow Wilson International Center for Scholars in Washington, DC, and established the Center on Congress at Indiana University, which he also directs. He has remained an important and active voice on matters of international relations and foreign affairs, serving as a Commissioner on the influential United States Commission on National Security in the 21st Century (better known as the Hart-Rudman Commission), and as Co-Chair with former Senator Howard Baker of the Baker-Hamilton Commission to Investigate Certain Security Issues at Los Alamos. He was also appointed a member of the advisory council for the U.S. Department of Homeland Security in 2001, and from December 2002 through August 2004 served as Vice-Chairman of the National Commission on Terrorist Attacks upon the United States. He has continued working with the 9-11 Public Discourse Project growing out of the commission's work, advocating untiringly in support of the National Intelligence Reform Act, which was signed into law on December 17, 2004. His continuing advocacy for a stronger congressional role in foreign policy and for greater public awareness of, and concern for, the work of Congress has been expressed in two books published after his retirement from Congress: A Creative Tension – The Foreign Policy Roles of the President and Congress. Arrangement/Organization

The collection is arranged into seven series, all divided into subseries and in most cases subdivided into sections within those subseries. A complete folder list appears later in this guide, with informational notes on specific portions of the collection.

Scope and Content Note

The Lee H. Hamilton Congressional papers are a selection from the approximately 3500 cartons of records generated during his 34-year tenure in the House of Representatives. The contents of the collection, chosen by his staff, illustrate the multiple roles of a model Congressman, a topic which occupied Hamilton early in his career and to which he returned repeatedly in his writings. The most prominent of those roles are local representative and constituent advocate, represented in the Constituent Services series; national legislator and consensus builder, reflected in the Legislative series; educator, evident in the Public Communications series; committee member, reflected in his impressive record of committee service but particularly in the Committee on Foreign Affairs series; and investigator, again evident in his committee service but with special emphasis in the series on the Iran-Contra investigation of 1987.

A major strength of the collection lies in its portrayal of Hamilton's consistently strong record of service to his constituents both in projects of many kinds throughout the 9th district and his emphasis on personalized responses to constituent correspondence that by 1989 was numbering close to 30,000 letters a year. He developed his positions on legislative issues in part through his substantive responses to those correspondents, which are to be found in both the Constituent Services Correspondence subseries and in the Legislative Issues Files subseries. The mechanisms through which that level of communication was maintained are evident in the Alphas and Form Letters subseries, the Schedule Files, and the Weekly Reports, all in the Office Administration series, as well as in the organization of correspondence reflected in the various subdivisions of Constituent Services Correspondence for 1967-1976. The Schedule Files in the Office Administration series are a rich resource for his face-to-face contacts with constituents. The content of Hamilton's side of the dialogue is richly represented in his weekly Washington Reports newsletters, Mailings, and Speeches in the Public Communications series as well as in the Extensions of Remarks and Statements subseries of the Legislative series.

Resources for studying constituent positions are likewise quite plentiful, particularly for the early 1970s, for which there are nearly 34 linear feet of letters on specific legislation as well as local, national, and international issues of concern. Letters on the possible impeachment of Nixon, the energy crisis, and such continuing issues as abortion and drugs are particularly abundant.

The Projects subseries of the Constituent Services series offers particular potential for research because of both its extent and because of the abundance of records in certain portions of the subseries. The threat of base closures hovered over nearly the full span of Hamilton's career, with the consequent economic displacement and environmental problems. The records for the Jefferson Proving Ground in particular (7.5 linear feet), as well as for the Bakalar Air Force Base, the Indiana Army Ammunition Plant, and the Naval Ordnance Station in Louisville, trace not only Hamilton's efforts but the mobilization of local initiatives to exert pressure on numerous parts of the federal bureaucracy in order to humanize the process and the ultimate disposition of those installations. Broader coverage is available in other portions of the Projects files, supplemented by the files on Indiana Projects and Issues from the 1980s, found in the Research-News Clippings 1979-1986 subseries of the Constituent Services series. The Projects subseries also offers abundant resources for researching the specific environmental issues associated with flood control, watersheds, Ohio River development and pollution, nuclear power, and the pollution of unexploded ordnance at the Jefferson Proving Ground. There are also abundant resources on the evolution of proposals for the Hoosier National Forest and the Muscatatuck Wildlife Refuge in the Wilderness records of the Projects subseries.

Another strength of the collection lies in its reflection of Hamilton's emphasis on the integrity of the institution of Congress and its constitutional role, to be found in his work with the Commission on Administrative Review, the Committee on Standards of Official Conduct, and the Joint Committee on the Organization of Congress, and throughout his career in his work with the Committee on Foreign Affairs, as he built the foundations for a more active congressional role in the formulation of foreign policy. The records relating to the Committee on Foreign Affairs are an additional strength of the collection and will become more so over time as they are opened. The photocopies of official correspondence and memoranda are governed by House of Representatives Rule VII, which restricts access to them until 30 years from date of creation. Also of interest are the files relating to the hearings of the House Select Committee to Investigate Covert Arms Transactions with Iran (Iran-Contra), for which there is a daily record of journalistic coverage from the New York Times, the Washington Post, and the Christian Science Monitor as well as hearings materials in both preliminary and printed form.

Scope Note: Records in this series document Hamilton's sponsorship of local meetings for special groups, his responses to constituent opinions or requests for information, and his extensive work in obtaining federal funding for a wide range of economic, infrastructure, and community development projects in his district. In February 1965 he established a district office at Seymour, expanded his staff to two in October, and by the end of the year had spent nearly every weekend in his district, visiting all 121 post offices. In March 1967 he moved the main staff member handling projects, federal liaison, and constituent service to the district office, and a year later opened a second office in Jeffersonville. In June 1970, the Seymour office was moved to expanded quarters in the new Columbus post office building. When redistricting in 1981 eliminated Columbus from his district, Hamilton moved his personal residence to Brown County and consolidated both district offices in spring 1982 into a larger one in Jeffersonville to handle all projects, case work, and district scheduling. He maintained a smaller office in Aurora as well. In 1989 another staff member was added. To encourage communication with constituents, Hamilton's staff passed out postcards at the end of his many local meetings and conferences to those people whose questions could not be addressed in the time allotted, encouraging them to send their questions or concerns in writing. The correspondence files contain occasional examples of these cards and his extended replies.

Scope Note: The arrangement of constituent correspondence in the collection for the period 1967-1976 retains the divisions used by Hamilton's staff: Committees, for legislation referred to particular committees; Departments and Agencies for matters under the jurisdiction of such departments and agencies; and Issues for matters not falling into the other two. Taken together, the three groups of files provide a picture of the network of governmental entities within which Hamilton served as a contact point for his constituents. The distinction is not entirely clean, however, so that Issues mail sometimes includes correspondence forwarded on to a department or agency, and letters filed in Departments and Agencies folders sometimes appear not to have been so forwarded. Correspondence files not included in these three categories have been placed in the General category. All four of these categories are arranged by year and then alphabetically. In addition to these sequences, a master alphabetical file of copies of all outgoing correspondence was maintained, represented in the collection in the series for Office Administration as Correspondence: Alphas, 1973. This organization was abandoned with the development of computer technology in the late 1970s and the possibility of standardizing certain portions of responses, which process is documented in the Sample Files of this series and in the Form Letters subseries of the Office Administration series.

Scope Note: The Sample Files consist of responses to constituent letters and telephone contacts chosen by Hamilton's staff to capture the diversity of the complete correspondence files of 25,000-35,000 letters per year. The contents of the files consist of a cover sheet of information and codes for each letter sent, including the constituent letter and sometimes a copy of Hamilton's response. They reflect the evolution of office organization and technology necessary to maintain the integrity of Hamilton's constituent correspondence in terms of focused and timely responses, follow-up, and sharing of information. Each letter or telephone memo was assigned a number that was used for filing purposes and appeared at the top of a coded slip that also noted code numbers for the computerized portions of responses used and additional notes relevant to the response as well as administrative information such as date and staff member responding. These codes can be linked to the codes of the Form Letters 1967-1982 in the Office Administration series. Hamilton's notes on staff drafts, sometimes copious, indicate the degree to which he remained personally involved in responses, particularly those dealing with his positions on issues and legislation.
