Series: Public Communications, 1965-1998   

 
Scope Note: The Public Communications series contains the files of Hamilton's press staff, comprising newsletters, press releases, and master files of mailings as well as file groups of specific kinds of mailings. Other papers in the collection are early correspondence with newspaper editors, an extended sample of clippings resulting from monitoring press coverage of Hamilton in district newspapers, a comprehensive collection of copies of his articles and letters to the editor for the period 1978-1998, a sample collection of scripts for informative radio spots, and a nearly complete collection of his speeches as selected by Hamilton and his staff. There are also 85 videotapes, of which 54 feature Hamilton, and 9 audiotapes, 8 of them featuring Hamilton. As received, there appeared to be at least two categories of the newsletter and press release records: those created during his career and those specifically assembled to be part of the historical record. Of this last category, there also seemed to be two different collecting efforts, the earlier one partial, the last one apparently in 1998 and consisting of photocopying all the newsletters as well as creating envelopes of copies of newsletters and press releases by year for the years 1986-1998. There were also draft indexes for both the Washington Reports and the Foreign Affairs Newsletters. Within the press files themselves, newsletters and press releases were inconsistently combined; “radio beepers” as well appeared in the 1976 files. In order to unify the various filing systems, copies were made of radio scripts and added to the Radio/TV files and copies of newsletters and press releases were made as necessary to create complete runs for Press Releases (1965-1998) and both the weekly Washington Reports newsletters (1968-1998) and the monthly Foreign Affairs Newsletters (1981-1998). Originals have been left where they were found, however, so that the original of a Washington Report may occasionally be found in a Master File, or, less frequently, in a Weekly Report file in the Office Administration series.

Scope Note: These files represent mailings other than newsletters and press releases. Included are the massive Postal Patrons mailings allowed on a limited basis under the franking privilege, as well as targeted Follow-ups and Special Interest mailings to constituents who had previously indicated an interest in a particular issue or piece of legislation. Mimeo Letters is a category that appears to overlap with these but was retained from the original files. Follow-ups and Mimeo Letters tend to be drafts, Special Interest Letters and Postal Patron mailings tend to be the final copy, although this is not absolute. Scope Note: The Master Files as received were variously named Mailings and Press Releases but contained press releases, radio tape scripts and "beepers" based on same, mass mailings, and newsletters. Copies of radio scripts have been made for the radio script files where clearly indicated as radio scripts, but the originals remain where they were found. Master Files may also contain cumulative mail records, although these are more dependably in the Weekly Report files of the Office Administration series.

Scope Note: The Congressman's Reports newsletters (1965-1978) tended to be general reports on Congressional activity and overlap with the Washington Reports (1968-1998), which from the beginning provided background on one or two topics per issue and by the end of Hamilton's first term had developed into the substantive single issue weekly newsletters they would remain for the rest of his congressional career. The Foreign Affairs Newsletter, which he began disseminating monthly in 1981, similarly addressed a single topic in detail in each issue. Both of these newsletters were sent to extensive but selective lists, including district newspapers, and Hamilton frequently asked that they be included in the Congressional Record to facilitate discussion of issues. Finding that newspapers were inclined to either edit heavily or not print the complete single-spaced legalized Washington Report, his press staff developed a "Condensed Washington Report" which was sent out to newspapers from 1978-1982 and then apparently abandoned. Two photocopied sets of the Washington Reports were included in the collection, as well as other partial files, none of which was complete. A nearly complete set was assembled by copying the missing originals present in the Mailings and Master Files. The original copy of a given Washington Report may thus be in the Washington Reports files, in the Press Release files, or in the Master Files. Press Release files are not complete for Washington Reports, beginning to omit them in the early 1970s.
