Assessment for at-risk youth : a practitioner's guide to definitions, guiding principles, and implementation strategies : a companion document to the Assessment trainers' tool kit / prepared for the U.S. Department of Labor Employment and Training Administration by the Youth Research and Technical Assistance Project.
This paper uncovered many reasons why assessment systems are not being developed, implemented, and operated in such a way that they contribute to quality and cost-effective programming. Some of these reasons are technical, some are political.
