Mr. MEREDITH introduced a bill [H. R. 458] to appropriate money to pay the expenses of the present special session of the General Assembly, and directing the manner of its employment. Amount $75,000. The bill [H. R. 340] legalizing ordinance No. 63, passed by the Trustees of the town of Edinburgh, was read the second time, the constitutional rule was suspended, the bill read the third time by sections and passed--yeas, 43; nays, 1.
