NEW PROPOSITIONS.

By Mr. CAUTHORNE [H. R. 407]: To provide revenue to build the State House Building, and authorizing money to be borrowed to meet any casual deficiency in the State revenue, and appropriating such means for the completion of the building. [It provides for a tax of two cents on each $100 for 1881 and for each successive year to and including 1888. All the money so raise is to be kept separate and constitute a part of the new State House fund. In case the tax should not prove sufficient, the Governor, State Auditor and Treasurer are permitted to borrow money, provided they do not borrow more than $150,000 during the present year, $200,000 in 1882, $100,000 in 1883, $100,000 in 1884 and $100,000 in 1885.]

By Mr. KENNER [H. R. 408]: To levy an annual tax to raise revenue for the State. [Ten cents on $100 and 50-cent poll.]

By Mr. MEREDITH [H. R. 409]: To authorize and provide for the payment of the war loan bonds of the State--appropriating $140,000.

By Mr. FANCHER [H. R. 410]: To repeal Section 4 of the act to create a State Normal School.
