REVENUE.
The Speaker announced the special order, the consideration of the Ways and Means revenue bill [H. R. 350[, proposing twenty cents tax for this year, and fifteen cents next year, and fifty cents poll.
Mr. Offutt moved, ineffectually, to postpone the special order and take up the Senate railroad bill No. 115.
Mr. Thayer proposed to amend the revenue bill by striking out "twenty" and inserting "ten" for 1873; striking out "fifteen" and inserting "ten" for 1874.
Mr. Hollingsworth proposed an amendment, substituting "fifteen" for "ten" cents on the hundred dollars for both years.
Mr. Walker moved to lay the amendment to the amendment on the table, which was agreed to - yeas 54, nays 37.
The question recurred on Mr. Thayer's amendment.
After further debate by Mr. Johnson and Mr. Kimball, on motion of Mr. Ogden, Mr. Thayer's amendment was laid on the table - yeas 50, nays 45.
Mr. Clark proposed to amend the bill by striking out "twenty," and inserting "thirteen" for '73, and striking out "fifteen" and inserting "ten" for 74.
Mr. Cauthorn demanded the previous question, and there was a second, and thereupon Mr. Clark's amendment was rejectedyeas 44, nays 47; and the question recurred on ordering the bill to be engrossed for the third reading; it was rejected thereon - yeas 44, nays 49.
Mr. Cauthorn moved to recommit the bill to the Committee on Ways and Means, with instructions to reduce the levy to the lowest possible rate, and report the bill back at two o'clock to-day.
The Speaker. The bill is as dead as it can be.
Mr. Thompson of Elkhart. I move to reconsider the vote just taken by which the bill, No. 350, failed on the engrossment.
The motion was agreed to, and then Mr. T. proposed to amend the bill by striking out "20" in section 1 and inserting "15" in lieu, which was adopted.
Mr. Offut made an ineffectual motion to recommit the bill, and it was then ordered to the engrossment.
On motion of Mr. Hollingsworth the bill [S. 222] making it unlawful for billiard table owners to permit minors to play or congregate about their tables, was taken up and advanced to the second reading.
Mr. Kimball, from the Committee on Ways and Means, reported that said committee in conjunction with the Committee on Finance of the Senate, have made an examination of the certificates of stock redeemed by the Commissioners of the State Sinking Fund to the number of 649 certificates, aggregating $3,680,000.67all of which were destroyed by burning in the fire. It was ordered to be spread on the journal.
On motion of Mr. Offutt, it was ordered that the railroad bill [S. 115] be made the special order for three o'clock, and then the House took recess.
