THE REVENUE BILLS.
Mr. BUSKIRK, (by leave) from the Committee on Ways and Means, returned Mr. Chittenden's revenue bill, [H. R. 251] to legalize the assessments for the State debt sinking fund purposes for 1867 and 1868, and to provide for said assessments for 1869 and 1870, with amendments which were read. The bill proposes to legalize the payment of twenty cents on the hundred dollars for 1867 and 1868, and authorizing fifteen cents for 1869 and ten cents for 1870.
The amendments make it ten cents for State debt sinking fund purposes for 1869 and 1870; and provides for the redemption of the war loan bonds, and for amending the title by adding these words: "And making certain provisions as to the application of said fund."
Mr. BUSKIRK explained the proposition, and the bill as proposed to be amended. The amendment was to legalize as above, and provide ten cents tax for the State debt sinking fund. This ten cents tax would nearly pay off the State's war debt in two years.
