CIRCUIT COURT CLERKS.

Mr. Oyler's County Officers' Practice bill [S. 20] being read the third time -

Mr. OYLER explained that the law undertakes to prohibit county clerks from practicing in their courts, by that name, while the statutory designation is "Clerk of the Circuit Court." It has been held by some inferior courts that the law does not apply to the Clerks of the Circuit Courts; and this bill is to set that matter right.

The bill failed to pass for want of a constitutional majority - yeas 24, nays 12.
