HOUSE OF REPRESENTATIVES.

MONDAY, February 4, 1867

The House was called to order by the CLERK, at 2 o'clock P. M.

On motion of Mr. McFADIN, Mr. McLean was called to the Chair.

On motion of Mr. CRAIN, the reading ofthe journal of Saturday was dispensed with.

CALL OF THE HOUSE.

Mr. HUGHES moved a call of the House, which (being agreed to) proceeded, and the Clerk reported 60 members present and answering to their names.

Mr. GRIGGS moved to excuse Mr. Greer.

The PRESIDING OFFICER. The Chair understands that the House is not in order to do business - no quorum being present.

Mr. DOUGLASS moved an order, that the doors be closed, and the Doorkeeper be dispatched for absentees; which motion he made in good faith (he said) and would reduce it to writing.

Whereupon -

The PRESIDING OFFICER directed the absentees to be called, in order to determine who were absent on leave, so that a just list could be furnished for the summons of the Doorkeeper.

The absentees proper having been determined by the Clerk, and by statements of members in behalf of those absent; by leave of the House -

The PRESIDING OFFICER announced the members absent without leave, namely: Messrs. Bischof, Foulke, Gordon, Long of Jackson, and White.

Mr. HIGGINS made an ineffectual motion to adjourn.

Mr. DOUGLASS now submitted his order, and it was read by the Clerk as follows:

Resolved, That the Doorkeeper be requested and is hereby authorized by the House of Representatives to bring to the House, by force or otherwise, all members who are now in the city of Indianapolis, and have no permission for their absence, and that the door of the House be closed till the Doorkeeper makes his report.

Mr. GREER proposed to amend the resolution of Mr. Douglass, by adding these words: "That the Marion Criminal Court have jurisdiction of these cases."

The PRESIDING OFFICER. The Chair decides, that no part of the resolution of the gentleman from Whitley [Mr. Douglass] can be entertained, except that which relates to the summoning of absentees.

After some conversation across the House, going to show the probability that no quorum can be obtained to-day

Mr. HUGHES said, it was very clear that the House can not get a quorum to-day; and he suggested that we had better adjourn. He suggested also, that, by the time of the meeting of the House to-morrow, the Clerk have prepared a list of the absentees with leave of the House, so that any proceedings in a call of the House may not be embarrassed on that account. He moved that further proceedings under this call be dispensed with.

The motion was agreed to; and then, on his further motion -

The House adjourned till to-morrow two o'clock P. M.
