INCORPORATION OF CITIES.

The bill (S. 112) revising the law for the incorporation of cities, coming up on the second reading -

Mr. CAVINS proposed to refer the bill to the Judiciary Committee, with instructions "to amend so as to provide for biennial instead of annual elections of officers of cities "

Mr. COTTON proposed further to amend, by adding:

Sec. 9. The Common Council shall have power to compel railroad companies having portions of their tracks within the limits of said cities, to light the same, and provide a guard thereof, so as to protect the lives and property of citizens.

The instructions were adopted, and the bill referred accordingly.

The bills S. No. 63, and S. No. 177, were ordered to the third reading.

The bill S. No. 142 lies on the table, and 200 copies thereof were ordered to be printed.
