IN SENATE.

WEDNESDAY, JANUARY 26, 1859.

On motion by Mr. BLAIR, the reading of the journal was dispensed with.

Mr. HEFFREN asked and obtained leave for the Committee on Benevolent Institutions to visit the several State Asylums this morning.

Mr. WAGNER offered a resolution, which was adopted, that when the Senate adjourn, it adjourn till to-morrow morning at 9 o'clock.

Mr. WILSON, from the select committee, to which was referred his bill [3. 102] to amend the 3d section of an act to establish Courts of Common Pleas, approved May 14, 1852, returned the same and recommended its passage.

The report was concurred in, and the bill passed the second reading.

On motion by Mr. WILSON, it was considered as engrossed, and read the third time.

On motion by Mr. WALLACE, the bill was referred to a select committee of one from each Congressional District.

Mr. STEVENS, from a select, committee, returned Mr. Wilson's bill [S. 63] to amend section 5 of an act to provide for equalizing the assessment of real property, approved May 28, 1852, with amendments, and recommended its passage.

The report was concurred in, and the bill, after amendment by the Senate, passed the second reading.

NEW PROPOSITIONS.

The following bills were introduced and read through the first, time:

By Mr. KINLEY, [No. 134] providing for the assessment of taxes for township purposes.

By Mr. McCLURE, [No. 135] to provide for issuing fee bills and executions against sureties for costs brought against non-residents.

By Mr. CRAVEN [No. 136] for the recovery of damages from any officer who shall illegally charge, demand or collect more than is legally due him as fees.

By Mr. LOMAX, [No. 137] to amend section 75 of an assessment act approved June 21, 1852.

By Mr. GOODING, [No. 138] fixing the salary of State Librarian, and dispensing with his assistant and a clerk.

By Mr COBB, [No. 139] for the protection of sidewalks in incorporated towns, and prescribing punishment of persons injuring or obstructing the same.

By Mr. WALLACE, [No. 140] to amend section 161 of a law reform, act, approved June 18, 1852.

By Mr McLEAN, [No. 161] requiring Clerks of Circuit Courts to keep a public record of moneys paid into their offices and moneys now in their hands belonging to said offices.

BILLS ON THE SECOND READING.

Mr.Anthony's [S.82] to amend section 196 of a law reform act, approved June 18, 1852, was ordered to be engrossed.

Mr. Bobbs' [S. 83] to secure the rights of married women in real property, was referred to a select committee of five.

Mr. Wagner's [S. 85] to provide for a general system of common schools, establish town ship libraries, and for the regulation thereof, was laid on the table and 100 copies ordered to be printed.

Mr. Carnahan's [S. 86] to amend section 1 of an act regulating marriages, approved March 5, 1852, was referred to the Committee on Rights and Privileges.

Mr. Hill's [S. 88] to amend sections 3 and 4 of an act providing for the protection of wild game, approved February 26, 1857, and also, adding a section supplementary to said act, was referred to a select committee of three, which is made to consist of Senators Wallace, Weir and Hill.

Mr. Culver's [S. 89] to amend section 1 and repeal section 7 of an act concerning interest oa money, approved May 27, 1852, was referred to the Finance Committee.

Mr. Shoemaker's [S. 90] to provide for the collection, safe keeping and disbursement of the public money, and fixing the salary of Treasurer of State, was laid on the table, and 200 copies ordered to be printed.

Mr. Jones' [S. 91] to provide compensation to persons who may bring to justice fugitives from the same, was referred to the Committee on Finance.

Mr. Shoemaker's [S. 92] to provide for a more uniform mode of doing township business, was referred to the Committee on County and Township Business.

.Mr. Hargrove's [S. 93] to amend section 15 of an act to establish a bank with branches, approved May 3, 1855, was referred to the Committee on Banks.

Mr. Williams' [S. 94] to amend section 6 of an act for the encouragement of agriculture, approved February 17, 1852, was ordered to be engrossed.

Mr. Conley's [S. 99] to provide for the protection of wild game, was referred to the select committee, to which was referred the bill [S. 88.]

Mr Wallace's [S. 100] to provide for a more uniform mode of doing township business, was referred to the Committee on County and Township Business.

[Mr. GREEN, by leave, offered a resolution, which was adopted, requesting the Secretary to announce the name of the Senator who introduced a bill, whenever it is read ]

Mr. Johnston's [S. 101 ] to authorize County Treasurers to assess property, which may bo omitted by assessors, and to legalize assessments heretofore made by treasurers, was ordered to be engrossed,

Mr. Odell's [S. 103] authorizing County Boards in certain cases to hear and determine complaints against plank, gravel, turnpike or McAdamized roads, was referred to the Committee on Corporations.

[Mr. ANTHONY, by consent, made a motion, which was agreed to, that the special order for 2
