The Wells Scholars Program was announced during "National Higher Education Week", October 27-31, 1986 (in Indiana, Governor Robert Orr proclaimed the week "Herman B Wells Week"). Fundraising for the program was part of the "Campaign for Indiana" of which Wells the Chairman.

Students, from Indiana high schools, who become Wells Scholars "...will be given full-ride academic scholarships based on merit and not financial need. Their tuition will be paid, and they will receive $3,500 for housing and expenses..." (Indianapolis Star, January 2, 1990).

An image similar to this appears on page 6 of the September/October 1990 issue of the Indiana Alumni Magazine. The image accompanies an article by Jerry Tardy entitled "A Story That Must Be Told".
