The committee was created in either late 1943 or early 1944. Of the committee's accomplishments include the establishment of the Office of Veterans Affairs, with Wright as the Head, and the first proposal for the University to adopt a quarter system for the school year, with regular terms in the Spring, Fall, and Winter, and two terms during the Summer.

Also a member of this committee was Carrol Christenson, of the Department of Economics, who at the time was on a four month leave to assist the Costa Rican government in developing a system of price control.
